I'm wanting to upgrade to a LG 24UD58-B 24-Inch 4K UHD IPS Monitor with FreeSync, but I'm not sure I can output 4k for photoshop. Here are my pc specs.

GPU: Nvidia GTX 760
Ram: 8gb x2 ddr4
CPU: AMD FX 8350

My GPU has a display port connection but I'm wondering if I can flawlessly run 4k videos, edit photos and video and game with this setup on that monitor.

Any help is much appreciated! Thank you!!!!

You definitely can't game on that set up in 4K, you Can use the 4K display set to a lower resolution for the low graphic settings you would normally use on that computer.

Windows desktop will should run in 4K. So photoshop will display in 4K. 4K video playback maybe hit and miss. Also Streaming services are very picky about allowing 4K playback on PC due to copy protections.

I'm running a 1080p monitor currently, and it works great with Fortnite on max settings. However, that's not the most resource demanding game ever haha! What would you recommend upgrading to at least edit flawlessly?

The monitor res isn't relevant for gpu power needed for photo/video editing. If you are working on a project, let's say it's 4k, it's still being processed at 4k but being scaled to show on a 1080p screen vs a 4k screen. A higher res monitor just uses more vram in this case. Games use more gpu power at a higher res because they're not just raster images being scaled.

So I could use a 4k monitor and edit in 4k and be fine? I just want to downscale for gaming? I don't do a LOT of gaming so that's not an issue.

Thank you!

If you were already editing 4k videos, then you likely won't see a difference as explained. Your hardware isn't exactly ideal for 4k video editing but it may depend more on the complexity. Photo editing is a lot easier on hardware and tend to be much larger res than 4k.

Upscale for gaming. Taking a lower res in game and scaling up to a larger res monitor. I know that's what you meant but you just had the opposite term.
