Can I run a GTX 650 with only my motherboard?

No, you cannot power it up with your motherboard. It requires external power of 80W MAX with a 6-pin adapter. If you donot have an psu with a 6-pin or if it does not meet required power get a psu of minimum 400W.

I have a 500W PSU.
Does that mean I can get the card and it will run fine?

So you have enough power, but check if you have a 6-pin power cable from the psu. If you have a 6-pin then you can get the card

I don't have a power cable. Is that a problem?
