RAM:4 GB
system type:64-bit operating system
have exceeded all minimum requirements but only the processor(1.80ghz)
note:i can run gta 4 at medium settings without any lag

Yes. You should be fine. I ran it on a Macbook Air with HD 4000 graphics, so you'll be fine with AMD's better offering.
