Can I run Counter Strike:Global Offensive on these specs?

You might be able to run it at very low settings at 720p, even at those settings your frame rates would still be very low. You need to put in a graphics card to play games, for you I would recommend something like a gtx1050 or a 1050ti. If you are unsure of how to install a graphics card there are hundreds of videos of YouTube that will take you through the process. Hope this helps!
