Can i run GTA 4?

-Pentium dual core 2.80 ghz
-2 GB of RAM
-Zotac Nvidea geforce GT 610 2GB ddr3 graphics card
-about 120 GB left on my HD

You can, with tweaked settings you should be able to run this game in 720p resolution with almost playable framerate (gt610 is 2GB if I'm not mistaken). I completed game on E8400 @ 3.00, 3GB DDR2 ram and hd5670 (512mb version).

In 1024x768 you should be fine. In options make sure that you dont use then..hm lets say 512mb for the sake of better performances even though you could use more. You are not gonna loose almost any experiance by lowering some settings.

If you turn it all the way down, it should work and be decently playable.
