Can I run GTA 5 at the lowest possible settings???

With very bad performance maybe. The cpu is fine, but that GPU is horrible.

I would say no probably not if it did run I doubt it would be an enjoyable experience. The min gpu recommended for gta v is a 9800gt which is quite a bit more powerful than a 210. CPU and everything else is okay its just that gpu that's holding you back.

So, you're integrated graphics (intel hd 4600) are actually better than that geforce 210 graphics card. So first plug you monitor into your motherboard ports in the back instead of your graphics card.

Once you do that you should be able to run it at 720p low settings decently, it wont look pretty but you should be able to get a playable frame rate at those settings.

Well bro you wont be able to run it even on lowest settings because it GT 210 is not a gaming card and is meant for 1080p video playback secondly your integrated gpu is alot better than GT 210 I.E INTEL HD 4600 check out some videos on youtube GTA V ON HD 4600 and remove this slugish GT 210 .I heard that you can get 30fps on iGPU.
