Better tell what other pc parts you have, like cpu and ram and the exact model, not just 5400 series. Are you on a laptop or desktop pc?

Sorry there is a mistake from me I mean gta V or (5). my cumputer is desktop dell core i3 optiplex 7010 cpu 3.30 ghz with 8 gb ram and my operating system is windows 7 ultimate 64 bit

Ok, thats better. Still missing exact model of graphics card. The 5400 series can be different cards, I just assume HD 5450. You also didn't specify exact cpu model, so I assume something which fits your description. The Optiplex is the maker of the pc build. First, here the system specs for this game:

8 GB ram is enough for even high recommendation. For minimum is required 4 GB and you have 8 GB. PASS

Very weak. Even if you would overclock it. It have only 30% power of the minimum required graphics card.

I think, the only real problem is your graphics card. You should upgrade it. With this configuration, you maybe can play at 720p (1280*720 pixel resolution) with lowest possible settings at 20-25 fps with sometimes going down to 10 fps, which will result in stuttering and slowdowns. Just my prediction. And just if you have luck.
