Can i run GTAV on ultra on this setup?

A 7950 at 925mhz
Is that enough to run gtav on ultra?

You should be able to. You might have to turn down the filters, and this is assuming you're trying to play at 1920x1080 or lower. The GTX 750 ti can play GTA V at High/Ultra with filters turned off @ ~50 fps. So there is no reason for the HD 7950 not to.
