Could I run New Mirrors Edge on 30 fps. I have i3 3217u and GT 740m. And could low spec patch from ragnos1997 help?

Your processor is below the minimum requirements but just barely.
I think it's possible to run the game but if you usually get 30 frames I don't know if it's gonna be all that great of an experience.
Might want to invest in an upgrade.

Thanks but i wont upgrade it because its laptop and in few years i might buy new PC.

Sharing my own experience, I had the same story with the first Witcher game. My PC was a little lower than the specs required, but the only thing bothering me were long loadings (which were fixed in the patches as I was told, I owned one of the first copies ever made, but I finished the game on a new PC already). The game itself runned pretty ok.
So maybe you should try it first on your laptop.
Not pretending to be a father of truth here though. Just sharing experience.

Thanks Ill try it because my laptop runs games that require much more powerful specs like fifa 16 and 17
