My specs
my mother board is BIOSTAR H61MLV3
I HAVE 4 GB RAM
POWER SUPPLY IS iball zps
299
MY PROCESSOR IS INTEL PENTIUM CPU G645 @ 2.90GHZ
AND 64 BIT OPERATING SYSTEM
WINDOWS 7 ULTIMATE 64 BIT
1 )i will work to my pc

In this video he states that his Prebuilt Dell PC has a 240w PSU, which proves that someone who actually ran the rx 460 on a low psu had no problems at all.
For safety measures you should calculate the amount of TDP your GPU and CPU, including your RAM will be altogether.
The MSI RX 460 2GB is 75w TDP, and your Processor is 65W. Therefore, that comes upto a 140w altogether.
You can upgrade if you want, but if you want to take the risk, but save alot of money, go for it.

Besides the PSU;
I Would recommend 2x4gb RAM since thats mostly required on games nowadays.
Your processor seems pretty weak, i cant even find benchmarks with that CPU.
I would recommend upgrading that CPU...

I would recommend upgrading that CPU, maybe to a i3 2100, or a i5 2400. Even further, the i5 3570
Overall, the main problem is your CPU. It will be bottlenecking your system heavily. Upgrade it and you'll be fine.
1080p Medium settings should be around 60+ FPS on most games, and High-Ultra on older games.

I don't have money to buy a new power supply i buy this card and my money is over
