you can buy it.
It is yours after buying it anyway and it will stay in Steam.
If your I3 does not cut for the job, you can upgrade it and download the game anytime :)
PUBG is a very CPU intensive game, I would say it will run in the 40-60 range on low settings outside, and in the 80-100 range in buildings. If I were you I would spend the money on V-Bucks on Fortnite, as the game is much more enjoyable than PUBG (in my opinion) or buy another game such as Rust, which is on sale for $8.75 (that's a steal considering the game is usually $35!)

1. PUBG is not well optimized and a very processor heavy game. I3 3xxx will not get the job done well. Your I3 3210+GTX1070 can run PUBG with quite instable frame rate up to 60FPS.
2. I3 3210 is actually quite a notice bottleneck for most new heavy AAA games for GTX1070. I would suggest that you start planing and saving money to upgrade your proc, mobo and RAM.

so should i buy pubg? i wanna play this game and dont want to miss the sale ._.

Sorry your CPU is below the minimum requirements so likely wont run that well, despite you having a good graphics card.

If you plan to change your CPU for an i5 or i7 then it might be worth buying the game while its on sale...

An I5 3570 or i7 3770 would be an easy swap in your system and would be much better matched to your gtx 1070.
