Can I run STRIX-GTX960-DC2OC-4GD5 with an i7 860

I would like to know if my pc can run this video card STRIX-GTX960-DC2OC-4GD5
before I buy it. If not, which one you can recommend me to buy? I want the card to play GTA V.

My pc is running right now
i7 860 2.8 ghz 8 threads and 32 gb of ram.

Yes they are backwards compatible.

Last question: when I go to msconfig, boot, advance option right, in the windows said boot advance options # of processor my said cpu said 8. What that means, that is a quad cpu, 8 cpu, or 8 thread? Remember my cpu is an i7 860 2.8 ghz

Thats right, the i7 860 is Quad Core, but has Hyper threading, which means you get 8 "logical" processors.

i7 = 4 cores + 4 Virtual cores. = HT
