I have a core 2 duo 1.86 GHz with 3gb ram and geforce gt 610. Can I run fortnite or GTA v/iv?

You "can", but it's not going to be a pleasant experience. Might not even be playable, depending on what resolution you're trying to drive. If you are running an older, lower resolution monitor, you might make low settings. Otherwise, even at low settings with those specs you're likely in for a very rough ride.

Game debate is a joke, and has been for going on ten years now. I wouldn't trust what I read there if they said water was wet. But it's a starting place anyhow, so there is that.

Is definitely no where near the minimum requirements posted by the company. It may run, but I doubt it will be playable
