Can I run witcher 3 on 1366*768 res at ultra settings with gtx 960 and get 40 fps?

GPU - gtx 960
CPU - i3 4150
PSU - corsair vs 450w

Slightly weaker CPU than yours.
Not the best quality PSU @ only 450 watts for the GTX 960, but should be OK if you don't try to OC the GPU.

I think you can run it, Because I can run this game on max setting
My fps is around 55-60, Min 52fps
Scree res - 19'' 1366*768
GPU - GTX 1060
CPU - i5 2300 (old af)
RAM - 8GB DDR3 1600
PSU - Raidmax RX-450w
