On the lowest settings on 720p, probably yes.

Yes lower settings 1080p probably 30-60fps. You would likely see a decent jump in performance if you overcloked that Q6600, GTA V is quite cpu intensive and the Q6600 may struggle, it is the min cpu rockstar recommends to play gta v.

But question can not be answered if ya don't tell us resolution ... assuming 1080p for below

We can see here, that the 760 is 8% slower than the 670 on average

The 760 gets 36.9 fps in GTAV ... that should put the 670 in the 40 fps range at 1080p

However, (1920 x 1080) / (1280 x 720) = 2.25 ... so figure 2.00 to 2.25 x 40 fps

I may run but that cpu will likely max out before the gpu does and you are likely to get stuttering and hitching.
