If you have a large internet connection it is unlikely you are using 100% and QoS does nothing.

The screens you posted do not do anything really but there maybe other screens. Your router may not have the functions you need. Many routers can only assign priority to outbound/upload traffic. Most times people that are exceeding capacity are over utilizing download.

The router would need some ability to limit download speed by ip address.
