Can I still use the i5 4590 for this?

I have used my i5 4590 for 2-3 years and I really want to upgrade my GPU to a GTX 1070, will my CPU bottleneck the 1070 or will it work fine? Will I see a huge performance boost going from a R9 290 Tri-x to a GTX 1070?

Solution
An i5-4690 is still a very strong CPU for gaming.
In situations where a game "could" utilize addition cores/threads, the 4590 will fall behind a little, but should still pair very nicely with a 1070

Relative performance-wise, a 290 is only ~65% performance of a 1070. Even if the CPU does restrict the 1070 in some situations, it should still be a sizeable improvement.
