i plan to buy a new pc next month (i7 6700k OR 7700k) and i wanted to know if i could transfer this water cooler to the new pc.

Certainly, the mounts for LGA1156, LGA1155, LGA1150, and LGA1151 are all the same.

If you intend on an i7-7700k and some overclocking, you might consider a larger cooler. While it can reach the same clocks as the 6700k quite easily, if you want those 4.8Ghz+ numbers you'll need a little more.
