I wana change all the cpu parts inside the dell optiplex 3020 and it to be upgraded with i 77700k 32 gbram motherboard gigabyte ga V207 graphic card gtx 1080 8gbram but I need only dell optiplex cpu case is it possible ?

It should fit a 1080 and the max amount of RAM is 16gb of DDR3 4gb sticks. You can not upgrade to a i7 7700k because they have different socket types. Your CPU has a LGA 1150 Socket and the i7 has a LGA 1151 so you need to find a new CPU unless you use a different motherboard.

As Nicholasashton6425 states the socket on the stock motherboard is the wrong socket type to support an i7 7700k. You could fit an MATX motherboard based on the Z170/Z270 chipset however in this case however the biggest challenge you'll face is converting Dell's proprietary power connection from the power switch to the motherboard as the pins on any standard motherboard you by won't line up with Dell's connector. I have seen people mod this with success but you might need to do a bit of searching.

Another thing to look out for is that the PSU you buy is 150x86x140 (WxHxD). I have the Silverstone 750W Strider Gold S (ST75F-GS) in my Optiplex 7010 and it fits perfectly.
