On paper, yes, but in reality the performance loss would be less severe.
You're more likely to be bottlenecked by your CPU and RAM, because if you have PCIe 1.0, your motherboard must be rather old, and probably only has DDR RAM and at most a Core 2 Duo.

i have core 2 duo e8300 and 4gb ddr2 ram im curenly runing on intel gma 3100 and i cant play anything so i wana upgrade but i dont know if i can

Yeah just drop a GTX 750 in there, don't buy a GTX 650, it's outdated. You'll probably make Low-Medium settings on most games, but you'll want 8GB of RAM for Medium-High settings. But honestly the money would be better spent towards a completely new computer.
