Question Can I use 650W PSU on RX 7700 XT with down volting?

My PSU is Cooler Master MWE 650 V2 80+ Bronze 230V (MPE-6501-ACABW-B). It is tier C in the Cultist Network website. I bought it in October so it's really new. Now I want to upgrade my GPU to an RX 7700 XT, though the AMD website said they recommended a 700W+ PSU, can I undervolt my GPU so I can run it with my PSU? I'm new to this honestly and need someone to ask directly. Any advice? like what is the best down volting software or maybe should I buy RX 6800 instead 7700 XT because of the lower power consumption? Thanks

I can't buy new PSU yet because I need to buy a new case because it can't fit a 320mm GPU, a 2K 27 inch monitor, and also a new chair (current one is bad for my back). So maybe I can buy a new PSU in like 1 year or so.

MSI B550M Pro-VDH
2x16GB Kingston Fury 3200MHz (XMP in bios to 3200MHz)
MSI M460 1TB M.2
Adata SU650 128GB (boot drive)
4x case fans

Peripherals (maybe it is important to mention too because it's connected to the motherboard)
Keychron V1 QMK keyboard
Logitech G102 Lightsync mouse

you'll have 100W of head room if you look at wattage alone, though in reality, wattage isn't the only thing you look at when shopping around for a PSU. Which particular RX 7700XT are you eyeing?

You speak of the PSU being bought a short while ago, can you return it, add some more dough and then buy something that's closer to Tier-A?

Just an FYI, your platform would benefit from a dual channel, tight latency, DDR4-3600MHz ram kit.

I can't buy new PSU yet because I need to buy a new case because it can't fit a 320mm GPU, a 2K 27 inch monitor, and also a new chair (current one is bad for my back). So maybe I can buy a new PSU in like 1 year or so.
Coolermaster PSU's have been lackluster and they tend to lie about their wattage, which has been a common thing since a decade. I wouldn't leave my investments hanging on the thought of a lackluster, bad quality unit to power for a year. If things go sideways, you won't have anyone to blame but yourself.

Remember, the PSU is considered the heart of your system, best you protect your investments.

I can't return the PSU, but maybe I can sell it. But money is a problem since I'm still a student.

Problem is, in my country, Tier-A PSUs like Corsair RMe series are rare and expensive. The new 750W model cost ~$150 instead of ~$100, and they're low in stock. Cooler Master is really famous in my country, other than that is FSP, Deepcool, Tier-Cs Corsair, Gamemax and PCCOOLER. The 7700 XT itself cost about $450 and I'm saving my ~8 months pocket money for it.

The only better PSU than my current PSU that's possible to buy at the same time as the GPU is Tier-B Be Quiet! Pure Power 11 700W(there's Tier-B+ Cooler Master GX II 750W, but you said to avoid CM?), but I need to change my plan from RX 7700 XT to RX 6800 (XFX Speedster SWFT 319) since it was cheaper. Do you recommend it?

I don't have the time to save more money to buy a $150 Corsair PSU since I have a game development project for April
