Can I use a 70W capacity heatsink and fan for a 95W TDP i7 8700k CPU?

Just trying to keep things minimal and looking good. However I do plan on giving the CPU a bump to 5.0ghz.

No, that cooler would mostly likely not be enough for stock, and it would never support any kind of OC.

the TDP can be ignored and is pointless.

TDP= Powerdraw under 100% Load on BASECLOCK.

an 8700k can draw over 150 watts in synthetic loads or rendering.

if you don't want to delid the CPU buy a 8700 non K otherwise you'll have problems even with a NH D15 at above 1.35v (4.8 to 5 GHz)
