Can i use a DDR5 graphics card (R7 250) on a DDR3 motherboard (ASRock N68-S3 UCC)? And is it possible to play high-end games on like 40-50 fps?

You can use a GDDR5 GPU on a DDR3 motherboard.

You may be able to play high-end games with that GPU, but it's going to be a lowered resolution and detail - http://www.notebookcheck.net/AMD-Radeon-R7-250.105887.0.html

Of Course But If You Have High Resolution A R9 270X,GTX 750Ti Would Be Better And Also Check Your PSU Whether It Supports GPU Or Not

My system specs:
CPU - AMD Athlon II X2 250 3.00 ghz (overclocked to 3.50 ghz)
GPU - AMD Radeon HD 5450 (I want to change my graphics)
Motherboard - ASRock N68-S3 UCC
BIOS - American Megatrends v.1.40
