can i use a recovery drive to install windows 8 onto a new computer?

I have windows 8 on my current laptop (came with it) and i am also building a new desktop but do not have the money to purchase a new copy of windows. I still would like to use my laptop with windows 8. i was told that if i make a recovery drive of windows 8 i could install the full operating system onto my new pc.

if someone could explain this to me it would be very helpful, all answers are appreciated

You can't legally do what you propose. A license for windows is for one set of physical hardware. You need to buy a new copy of windows for your new PC.
