Can I use it to clean thermal from CPU ?

Hello guys, I'm about to get a new cooler and ofc I'll need to clean old thermal from the cpu. the problem is that I'm unable to find 90% alcohol neither the 70%, so is it safe ti clean it with normal alcohol ? I don't really know the percentage of it

Any pharmacy will carry 70% rubbing alcohol

If the percentage is below 70% can I still use it ?
