Can i use the Windows 10 upgrade on my new build that doesn't have an OS yet?

I have thought about what OS i should buy for my new pc and just now i saw that i can get a free Windows 10 upgrade if i have windows 8.1. My old pc has windows 8.1 so i can get the upgrade from there. It also says that i can put the upgrade on a disk or usb, so can i install Windows 10 even though my new pc doesn't have any OS prior to the installation? So i guess my question is, Do i need any former windows to use this upgrade on a pc?

Win 10 is indeed free for only the pc with another os installed such as win 7 8 or 8.1 now you can do a clean install on another machine but you will have to buy a key from MS.

The free Upgrade is exactly that, an Upgrade from an existing OS. 7 or 8.1
It is not a whole free OS.
