No. Card is 4.1" tall and your case is 3.9" tall.

The 180W PSU holds you back some since with a 54W CPU, some RAM, hard drive, and power needed for the motherboard as well as considering you don't want to overload the PSU you can reasonably use up to 60W for the GPU. An R7 240 has a 30W TDP, which likely means it uses about 30W so the R7 240 *should* be OK if you can find one that's in the correct physical format.

Open up your case and check to make sure that you have a PCI express x16 slot. The R7 240 doesn't need a PCIe power cable.

One last thing... new R7 240s cost less than that seller on eBay wants.
