Absolutely, 650w is more than enough for GTX 1060.

650W is more then enough but highly recommended to go for the seasonic as it is a higher quality PSU

Seasonic makes the best PSUs in my opinion too. More than enough power for any single graphics card.

YES. GPU got 6 pins and your PSU got 6+2 pins. Connect it 6 pins from PSU and leave the 2 pins rest. It is compatibile and recommended to use 650watts on PSU for every spec that got NVIDIA GPU.
