can i use two RX 580 as a crossfire but one 4gb and the other is 8gb can it work and will 600W psu cover both ?

You can, but the 8GB card would be cut down to 4GB to match the smaller memory size.
600w would not be enough, each card can easily pull up to 250w, 500w alone for the cards leaves you no headroom for the rest of the system. This is also assuming its a quality PSU.
