Can I use winrar to extract the ubuntu files to usb and make it bootable?

I was wondering if I can use Winrar to extract the files to usb as bootable and use it in a new build without an OS

Technically yes you can. Copy the contents, install a bootloader to the usb MBR like syslinux, GRUB, GRUB4DOS.. And point the bootloader config to the contents. You can even boot straight from a iso.
