Can it be done???

Recently I've been asking a few questions about mini itx motherboards and cases. But here's the main question (curiosity).
If I buy a fanless mini itx case and a mini itx motherboard with PCI e slot and then make a hole in the case and connect the the motherboard to a graphics inside an antistatic bag with a few holes (air circulation) then will it work???

for what i have understood from your question..
the air coming out of your gpu is hot.. the more the hot air circulates in the anti static bag.. the hotter it becomes.. it might run but after a few minutes it shuts itself off due to high temps

I also assume that you'd use some sort of PCI-E ribbon extender cable. In theory these can work, but they can introduce some problems. First off, they can be susceptible to noise. I've seen some that are shielded, but it really depends on the "ambient" EMF in the vicinity of the cable.

Because of the added length of the conductors from the controller (whether on-die or on mobo chipset) you can add latency. It can also cause signal reflections. This is a well known phenomenon in communications, but it is relevant to all high frequency communications over a pair (or more) of conductors.

So the sort answer is though these PCI-E ribbons can work, they do introduce a whole new set of potential problems

I don't think pcie ribbon will be any problem. Because i will use a mini itx universal m350 and I may not need an extendor ribbon. And graphics card have cooling fans.

Ok yeah, gotta ask, why are you worried about anti-static buildup once the GPU is connected? You do understand the anti-static bag is there just to protect it during transportation, not to be used once you install it right? I think you're confused by how static and an anti-static bag works.

what I simply want to do is assemble a mini PC in the mini box m350 and as it doesn't accommodate a video card but the mobo has pcie slot so uwant to connect it externally but don't want to damage it so that's why.

How do you expect to connect the graphics card outside the case without a PCI-E ribbon cable. The PCI-E slot is on the motherboard, the graphics card will need to be plugged into this slot somehow. Either directly or via a cable. Something like this:
