It can power but i wouldn't try to run 290 on 550W PSU!

The gpu will only pull as much power as it needs. If you figure your system is pulling @250w, and the gpu can pull @300w, you can see that while it's possible, if you start taxing the whole system Luke with bf4 multiplayer at ultra settings, somethings gonna give, it'll start with the gpu shutting down, and end up with the PSU failing.

So, while it will work, the end result will be you replacing the PSU a lot earlier than planned. A 650w PSU would give you breathing room for a 290 or even a 290x and OC and any periphery.
