Can MOBO bottleneck my other parts?

I noticed that even if my parts are decent I still seem to lack the power of my parts. My current PC is:

GTX 960 4gb (2ish years)
i5-2500 (3ish years)
2 x 4gb 1333mhz (max rate I can get on my mobo)(might also be as old as my mobo but im not sure, kind of recall upgrading)

and

H61M-VS motherboard that is nearly 9 years old while other parts are relatively new.

The question is that, can my really old motherboard bottleneck my other PC parts?

Using multiple kits of memory can cause the memory to be unable to operate at rated specs. Some people consider adding extra memory an upgrade.

Possible upgrade to i7-3770 for $100 on eBay.
Ivy Bridge CPU can use 1600MHz memory.
