Dell was UEFI from Optiplex 780. You may actually have to turn off Secure Boot, and enable Legacy Compatability Mode in the BIOS.
Zotac runs just fine in old Legacy BIOS Dells. It's AMD that has issues with the VESA Mode BTX Dell BIOS.
All of those Low Profile cards are 2 slots wide due to a hard mounted DVI port. But the 790SFF has room for 2 slot wide cards.
Just measure the length available and get a card that fits.
Being an SFF tower, it will require a low profile GPU to fit. Of course you could cut a hole in the case for the GPU to stick out of....

Then it's a matter of figuring out whether the SFF mobo's x16 slot can supply the full 75W. This isn't always guaranteed.

The stock 240W PSU should be fine.

Then it's a matter of whether the GPU is compatible with that older VESA mode mobo. I generally say that anything Sandy Bridge or older should use a Nvidia 10xx series to ensure compatibility.

A non SFF card will not fit into a SFF height PC case. You could try what one friend of mine did, which was get a 90* PCIe Extension, and mount the GPU sideways in the case. This worked, but does require you chop the case apart in order for the ports to be accessible and the GPU to fit inside it. I do not recommend, but it is an option. If you were going to chop the case apart anyway, I would consider that instead of the GPU vertically sticking out of the case. With the PCIe bracket, at least the GPU is still fully inside the PC case still.

^ while I do agree (IFF there's space to mount it horizontally), typically these types of builds don't have the budget for a $40 (unless I haven't found a good cheap one) PCIe extension cable.

A good PCIE extension/riser would be the EZDIY 20cm one, I'm using it right now and it's working so far so good, the quality of it is alright, but I just believe I got a busted one because the GPU lock broke after like 1 month, but I got a replacement that works fine, otherwise no blackscreens, etc occur when using it.
