Not much to say about the why it can.. Provided your Motherboard simply has a PCIe x16 slot (Used for almost every modern Graphics Card) it can support it. Ideally you want the same version as the card so you don't impose port bandwidth limitations but your Motherboard is PCIe 3.0 which is the newest so this is a non-issue as the card is too.
As for how good it can handle, Motherboard doesn't effect this outside of what i stated above. Your CPU should run well with the RTX 2070 is most modern games, but if you're playing a lot of CPU intensive titles, stream/record or plan on playing at a high refresh rate (120+ Hz), you'll definitely benefit from a stronger CPU. 16GB RAM wouldn't be bad to have for Gaming either but this isn't as much of an issue with keeping up with the RTX 2070.
