I have a gigabyte 78lmt-usb3 and wondering If it can support an Radeon RX 460 2GB Graphics Card?

Yes, you can easily run that card. If you are worried about the motherboard having bus type PCI-E 2.0 and the GPU requiring PCI-E 3.0, you don't have to worry about anything. The memory bus of 128 bit on the graphics card run perfectly on PCI-E 2.0. You will not be affected on anything. You would be affected if you wanted to SLI but that motherboard doesn't support SLI so you are good to go.
