Can my motherbord be the issue ?

Hello everyone,

First of all I speak french and I can't find any solution on the .fr thom's hardware side, so I hope you guys can help me more as this side is way more active. (Sorry for my bad English)

So my issue is : I got delay/input lag/bad responsivness with all peripheral (mouse, keyboard, controller, graphic tablet) and 1/2 my pc won't boot, the screen stay black and the pc is like he's running fine, so it has been 2 time now that i must reset the CMOS (getting out the batterie of the MOBO an then put it back in) and then the pc launch...

They delay ruin my pc gaming experience, I can't aim in fps/tps game like pubg cs bf and other, and it's the same with controller game like rocket league... I can't play even if the delay is like a half of a second.
And the second issue is that the pc won't reboot/boot in the majority of the time...

So I think that both issues are related to the motherboard because the delay may exist because of the badworking usb on the motherboard, and the second issue that is that I can't boot my pc (only if I put out and put back the batterie) might also be related to the motherboard but i'm totally not sure so I wanted to have your opinion and your help ! :/

(my config is only 1 year old btw)
(I reinstalled Windows 10 three times now, and the delay occur even in the bios)
(And my pc worked fine for 1 year)

GPU : GTX1050TI 4GB DDR5
CPU : i5-7600k 3.8 GHz 4 coeurs
PSU 500W
Memory : 16GB (4x4) RAM DDR4 G.SKILL
Motherboard : Z270a-Pro
HDD 2To 7200rpm

mouse : G502 logitech
keyboard : K120 logitech
monitor : S24D330 samsung 1ms 60hz
controller : xbox one controller
tablet : wacom intuos art
 


Well I did because I reinstalled windows 3 times and the delay was here.
I would do anything to not deal with this problem that ruin my PC...
