Yes it can. I have lost 3 HDD in a year, because of power outage and bad grounding.

The most likely thing is corruption on a HDD. Then damage to a mechanical thing like the disk drive itself.
BUT the damage usually happens when the power comes back on suddenly. Voltages can be high or low for short periods. That can cause problems.
