I have a Cooler Master MWE Bronze V2 450 watt power supply and I was thinking of upgrading to the RTX 2080 Ti (Local store got one).

I went to the Cooler Master PSU calculator website and put the components and the total wattage was 420 watts.

The PSU is new, so I don't think that running it on full load would be a problem.

But I really wanna know if it will work without shutting down ?

Power recommendation for that card is at least 650 watts. I wouldn't risk that new card or the rest of your system on a power supply that is clearly insufficient.

Here is the psu tier list....it will give you an idea of what's good and what isn't.

Corsair and Seasonic are generally very good.

I'm running two Corsair RMx series (one is an RMx 750 running an RTX 2080 Ti) and I've never had an issue and they're very quiet.
