Question Can my psu support graphic card

The link doesn't work, but I don't think I'd trust this PSU to run a turkey sandwich; this company makes quite horrifying PSUs. I'm looking at a "500W" one from this company that doesn't even claim to be able to output more than 300W of +12V power, meaning it was basically designed for a PC from 1992 or so. And, quite honestly, looks like it might have actually been manufactured in 1992.

The GT 710 is a very lower power GPU since it's not a gaming GPU; it maxes out at under 30W. That's not much, but whether or not your PSU can take a 30W bump would depend on what exact PSU you have.

I bought gt710 about 4 months ago but when I tried to run on my computer the fan was spinning but there was no display I have replaced cmos replaced cable everything but still there is no display I think my psu isn't compatible to gt730 my computer specs

I think the reason for no display is my psu

Yes, an undersized power supply will still be able to keep your fan running. The risk of an undersized PSU is that if the load gets hihger than it can handle, it will either trigger its protection circuitry and shutdown, or it might fail to keep voltages within parameters and then the motherboard will probably shutdown. Back when protection circuitry wasn't very advanced there was risk of damaging components, but nowadays the most likely thing is that your PC will keep rebooting when load is high.
 
It's unlikely that your PSU will be the cause. When a PSU can't provide power within parameters, the most common result is that the PC shuts down. From what I could find about your motherboard, it should have an onboard GPU. Did you try connecting the monitor to it? It could be that the onboard GPU is the primary output used during boot, so if the boot doesn't go through for any reason you'll be without video.

when i connect my connect my vga cable to onboard graphic it gives the display but when i connect it to gpu it does not give display but I can hear the windows startup sounds and device manager does not detect the gpu
