Can not get 7970 past 1ghz overclock!

Hello everyone, I have an XFX Double D Radeon 7970 3gb edition that has a stock clock of 925mhz core, 1375mhz memory. My card is voltage locked at 1.175V which i do realize is a serious problem. When I search the internet, I find that almost everyone with a 7970 regardless of subvendor is getting their cards to around 1150mhz core and 1500mhz memory easily on the same voltage as me! The highest I can go is 1000/1400 on my card. If I go any higher, my games/benchmarks will freeze, I see artifacts and the driver sometimes crashes. I have messed with my power settings in the CCC and was wondering if that would help me get a more stable overclock. Thank you for your time reading this, and have a nice day.

btw my PSU is a Corsair Enthusiast TX650W bronze, so it is a high quality PSU.
 
What are the rest of your components? It could be possible that your system is starting to pull a lot of watts. Remember that you can run into stablity issues if you put to much stress on you psu.
