Can not re-install windows

Hello, I have an unusual problem. Yesterday my PC was working fine, but this morning I turned it on, after loading the desktop it began to lag quite a bit. I tried to restart it, but i had to do it via the power on/off button, because at this point my pc froze. After restarting I went to the safe mode, but it crashed even there. I had no time so I decided to re-install my windows. After formating my drive, the installation began, but did not end. I waited for an hour but the progress was still 0%. After another 15 minutes, i got an error saying that i should restart my PC and re-install again, i did that, but it did not help. I am out of options.

I suspect faulty hard drive or faulty RAM module(s). Test both with a boot CD:
