Can our eyes tell the different between 35ms and 5ms?

So 1k ms is 1 second and one second is like a snap. and I have an Hp L1520 monitor which is kinda old with 35 ms. Well, here's the thing. Imma get a pc but Imma use my old monitor,but people said 5ms is better but I'm kind of a budget gamer,so i want to spend my money on the desktop parts and get the best out of it as posible. Now if I buy a new monitor ,which would be like 100 more bucks, would it worth it? I mean 35ms ? That's faster than my eyes could blink. So should I get a new monitor and go with slower pc?

You are likely looking at different spec's if comparing 35ms to 5ms. The 5ms stat is likely response time, and the 35ms stat is probably input latency.

5ms response times is reasonable, and will effect how much ghosting you'd get with moving images. It should be ok for a 60hz monitor. 35ms is for how much time it takes to begin changing an image on the monitor after it is sent. This will make your mouse feel more laggy. 35ms isn't horrible, but it most definitely is not good.
There is a difference, but some people won't notice it or choose not to notice it.
Basically, with lower response times there is little to no trailing colors when there is a lot of action in your screen or something moves fast.

5ms response time usually marketing term they measured it grey to grey (gtg)..
actual black to white response time will much bigger..
(older IPS can have response time 80 to above 100ms, but market it as 8 - 16 ms GTG..)

I assume the old HP still using older standard measurement Black to White not Gray to Gray (GTG) one ...

edit: better to read as much as review about your targeted/preference monitor..
choosing right monitor is always more complicated since to many marketing term used in spec...
some review site is very good and informative...
