Can population of all DIMM slots lower latency?

Apart from multi channel configuration. Would a use of 8 smaller memory modules be better than 4 bigger? According to this document CPU has a direct link to each memory slot. Does it lower the latency of random memory access if I populate all the free 8 slots on X99 motherboard? Does it work like a RAID0 in this case or there is some kind of switching algorithm and memory controller can't work with many DDR modules from different channels at the same tim?

Populating all the slots puts additional stress on the MC, better to go less sticks (say 4x8GB) rather than fully populate (8x4GB) to run 32GB total as an example

And processor puts an additional stress on motherboard. Why not to leave the socket empty? I do not care about the stress I care about speed. Will additional memory modules speed up the memory? How exactly memory controller in processor work with them? Does it switch between them or sending commands simultaneously to both of them at the same time like in a JBOD or RAID0.
