Can power surge damage a switched off computer?

I have an ASUS notebook that had its charger damaged by power surge while off. After the battery was down, a new charger neither powered on the system nor charge the battery. What can be the problem?

If it fried the ac adapter then it very well could have damaged the power circuit on the motherboard.
