Can Ram Cause Suttering in Games

I only recently bought a gtx 980 ASUS STRIX 4gb, and ever since I have had the card it causes nothing but trouble. Problems such as, Gpu usage stuck at 2% and 20%, Mgz stuck at 540, ect. But now in any games i play such as Gta V, Csgo, Rust, ect, there is extreme suttering, I was wondering if this would be my 8gb of 1600 RAM. Would Not Reccomend This Card At All!!!
If this gets any replies, Ill update and record footage of this problem!

No you shouldn't have any problema with that ram

What your PSU make and model And your CPU
As you have some sort of problem with your system as you should get minimal stuttering on your system
