can recording software increase game client FPS to 262

could game client FPS: 262 be caused by recorder software, using vsync enabled.

im trying to find out if recording software is responsible for increasing game client caped at FPS:40 ,being displayed at FPS: 262.
would "vsync enabled displaying highest graphics card to monitor refresh rate (usally 60, 75, 85, 120 or 144hz) do this. ?

or is FPS: 262 to high therefore caused by something else ??

Recording software generally decreases FPS by half.
I'm still not really sure what you're complaining about as higher FPS is usually a good thing. It's possible your FPS reporting program is wrong.

My game char is locked by game official quottng a player vid.
Player vid shows a FPS of 262, the game is capped at FPS: 40.
In my opinion the player vid. is using a modified client FPS hack.

when i pointed out this high FPS discreprency, game official told me that the recording software is responsible for the high FPS shown in the submitted player vid.
( i believe its a lazy official using a stock response to get rid of me )

in my opinion Recording software can only increase FPS equal to the refresh rate of your monitor either 60, 75, 85, 120 or 144. ( NOT FPS: 262 )
But, maybe i'm missing something, this is why i am asking opinions

Well, What specifically is reporting the FPS? Is it the game? or a third party program like Fraps (it would be yellow) or MSI Afterburner (it would be pink/purple, possibly), ect?
It's possible for a game FPS to be higher than a monitor can display, and usually is since most monitors are still capped at 60.
If you modified the client to increase or remove the FPS cap, recording software would have nothing to do with the higher FPS. If higher FPS is displayed on screen, the recording can capture whatever is onscreen. It's actually fairly common for there to be higher FPS hacks for games as well.
