@Domaboi Caseking. de and Mindfactory. de both have prebuilts on their websites and both deliver to Croatia but their prebuilts don't look to be good deals. You can order the components, bring them to a local PC shop and have them build it for you. They will do this for probably around €200 if I had to guess. This way you get the correct components.
Amazon. de delivers some PC components to Croatia but not all components.

This site has a drop down menu towards the bottom of their homepage ... choose Croatia for your destination country. It will configure your VAT.

If you plan on streaming and/or video editing then change out the cpu with this one.

The pricing isnt bad, in U.S. parts total up to $2004, without tax. The processor and motherboard are fine, but you will be disappointed with 4800mhz speed memory, your processor is a high performance one you need better memory speed to let it stretch it's legs. Somewhere around 6200-6800mhz.

That's what I'd worry about....at least as much as the parts. Never heard of "PC Specialist". They would be suspect UNLESS you can establish otherwise to your satisfaction through your personal research. I wouldn't assume much.

On the face of it, the parts look pretty good, but I don't know if you can do better in your location.

The non-K i7 doesn't make much sense with the Z-series motherboard.
Either non-K cpu + B/H board, or K cpu + Z board. Not in-between.

My budget is 3000 dollars or 2700 euro since i live in croatia
i will be using it mostly for gaming games like squad, rainbow six siege and other games that run hard on ultimate grapichs setting like cyber punk 2077 hogwarts...
only things i would like to have in my pc is a nvidia grapichs and water cooled cpu coller i dont like air cooled ones, and case like
NZXT H9 Elite would like a good mother board TY
 
I really need to be briefed on where Croatians shop for computer hardware, heavily preferable to be online with an English site or simplified language so translators don't have to work hard on it. NZXT H9 Elite
Id recommend its meshed sibling the H9 Flow instead. Unlike the rest of the NZXT Flow line the H9 Flow is actually quite half decent for what it is.
 
i would imagine this is going to be at least partially a gaming rig.

for this you would be much better off
using a smaller drive for the OS & applications,
a separate larger drive for game installations,
and an even larger capacity drive for storage and backup purposes.
