Is the a Xeon of the same price that can OC? I'm newish to Intel CPUs.

There are no unlocked xeons. Only two haswell cpus are unlocked, being the i5 4670k and i7 4770k. The i7 is $100 more than the xeon e3 1230v3, and the i5 is around the same price as the xeon. The i5 4670k is a very good gaming proccesor, but doesnt have hyperthreading.
