Can someone help diagnose my problem?

I get visual (split second) freezes/lag in games, watching videos, even browsing the internet. All I would like help with, is to help identify where my problem is/could be coming from. Even typing this right now, it doesn't feel smooth... I feel slight half-second freezes and I'm quite unsure of what the problem is. I thought it might be a graphics card issue, but I don't want to have to dish out $200+ CAD and not have it fix the problem in the end. Just earlier my screen went completely black (PC still running), and came back after 5-10 seconds. What could be causing this??


More details:
I've had my pre-built computer for a little over a year now, recently opened my case up and sprayed compressed air (about a week ago). My fans have been running louder since then, don't know why. Could be possible I got dust trapped somewhere while trying to clean it out, not sure.

Specs:
ASUS M32CD Desktop Computer
Intel Core i5 6400 @ 2.70GHz
AMD Radeon R9 370
8 GB RAM
Windows 10

Also, I checked all my temps and they seem normal. The only thing is my GPU fan runs at about 2500 RPM when idle. To me this sounds very loud (louder than how it used to be) but I've read elsewhere that it's normal and shouldn't be a problem.

Should I be worried about my PSU, CPU, GPU, Hard drive, fans themselves, etc? I'm not very sure where to start when it comes to this, and it's quite overwhelming. Please help! thank you


Edit: My black-screen problem has happened twice more by the time I finished writing this :??: what's going on?

I did a clean re-install of my graphics drivers and no more black screens :) For now at least. Not sure if the problem is completely gone, still getting random freezes in videos and browser-based activity. When this happens my graphics card fans seem to speed up.
I tried using safe mode and it's hard to tell since I can't play any games in it. From using it, there's no problems that I'm aware of. What would it indicate if I'm having problems outside of safe mode, but not in safe mode?

At this point, I might just try to take out my graphics card and give it a good clean. If that doesn't work I might just buy a new graphics card entirely and replace the old one. Thoughts?

I use Google Chrome. I just turned off hardware acceleration and the problem continues. I'll try doing a good clean of my graphics card, and if not buy a new one and see if that helps.
